Concluding his remarks on the mission, Kleinknecht observed that "Israeli police are like police all over the world, in assaulting a building or handling an attack." What sets them apart are their expertise in training, their physical fitness and their tactics in dealing with terrorists.

What Kleinknecht brought back with him was not only a bevy of new ideas to implement within his own force, but an enhanced understanding of the Middle East and the Jewish people in general. Perlmutter Continued from page 3 full schedule in-his ADL office, traveled widely in both this country and overseas, and appeared on numerous television news programs and talk shows. He was a phrasemaker whose succinct responses to world events were widely quoted by the media. In 1979, he called Administration statements on the Palestinian issue "the greening of the PLO." After public criticism by some Jewish leaders of John Cardinal O'Connor's controversial trip to the Middle Eastin 1987, newspaper editorials and syndicated columnists singled Out his words as the wisest "We feel on some of the questions the Cardinal is a mistaken friend, but not an adversary. It is better to talk to a friend than at him." His remarks were again singled out when he became one of the first Jewish leaders to voice concern about Israel and the Pollard affair.

"What began in stupidity," Mr. Perlmutter said, "quickly sank into irresponsibility. If this was a rogue operation, it's a fair question to ask why Israel has proceeded to promote the rogues." Mr; Perlmutter is survived by wife, RutHann, his son. Dean, his daughter Nina Mohit, his brother, Philip, and sister-in-law Roseann. Services held for Dr.

Even our own U.S. embassy is in Tel Aviv," rather than in the capital city of Jerusalem. He personally prefers Jerusalem to be in Israel's hands, appreciating the maintenance and the, openness of the holy sites under herjursidiction. Closer to home, Kleinknecht is concerned about the activities of White Supremacist groups! and in response, his department is "improving our intelligence within the legal framework we have. We are doing our best to prevent" the perpetration of any acts of intimidation and hatred.

While the county police "don't follow them White Supremacists around, we try, where we can legally do it, to identify those individuals in the organization" who are potential threats. The police can track weapons sales and transfers, take note of those who travel from jurisdiction to jurisdiction whenever possible and are improving their relationships with rural sheriffs and highway patrols in the areas White Supremacists frequent In St. Louis County itself, Kleinknecht cautions citizens in his jurisdiction to notify the police when there is suspicion of an act of racial or religious hatred, but not to overreact and add implications of anti-Semitism when none may actually exist. "Don't be hesitant to call us," he urged, "we would rather have a cal" that turns out to be a false alarm "than to have it escalate into a bigger problem." As well, many calls on a seemingly minor type of incident can at times all coalesce into the capture of a suspect. However, Kleinknecht warns against constantly assuming a negative, defensive attitude.

"Don't immediately interpret every spraying of a temple as an anti-Semitic incidents It 5Qpuld be kids" on a prom nigh prank, as easily as a full-blown act of hatred. Instead, he said, "let's work togefljer aqdfind PKWhat is. The consensus has been that targets will be cities with international airports, and locations where "they have an infrastructure to support time housing, food, automobiles, cover, clothing." Therefore, he said, "we have to go back to our communities and be very watchful of any organization developing in our area that supports terrorists from the Middle East.

Right now, I know of no such group in. St. Louis." The ADL mission participants also observed an Israeli SWAT team as well as firearms demonstrations. Klein-knecht was astounded by their physical prowess, and hopes to implement several of their techniques. He also was impressed with their ingenuity.

He gave as an example: "We spend a lot of money on firearms training. But it's hard to do an exercise that's real," with pop-up targets, particularity in the nighttime hours. In an inexpensive technique, Israeli police attach balloons to their targets, not only making them three dimensional, but when they hear each balloon pop, they know they can move on to the next exercise. Kleinknecht, both personally and professionally, is extremely sensitive to the implications of anti-Semitic acts. His feelings were heightened during a visit to the Yad Vashem memorial to the victims of the Holocaust.

He has always been disturbed, he said, mat "the Nazis could carry out this Holocaust, and people in positions of authority stood back and did nothing about it." His trip to Israel further deepened his consciousness about the anti-Israel and anti-Jewish feelings which permeate the Middle Eastern landscape.
